Story Arc Signup "Pandemic"

I'll be starting a new story-line arc later on, once I finish my introductory stuff, involving Teneviris, the East Wind Insurgency, the Seven Archangels Sovereignty, and any who wish to become involved. Here is the premise:

Summary:

A city found along the coast of Viristein, called Tyrail, is the latest victim in an increasingly large list of sudden Tiberium outbreaks along the Arcadian gulf. Experts are baffled at the sudden outcroppings of Tiberium in what was previously clear, and clean zones. With villages and cities being evacuated in each instance, and measures being taken to contain the blue tiberium crystal's sudden assault, this latest city going dark comes as to no surprise.

But this time is different...

The city has cut all contact with the outside world, and disjointed reports of heavily mutated creatures and armed, unidentified military personnel amongst the city streets are a great concern that and perhaps proof that this string of outbreaks is but a series of terrorist attacks. This concern has motivated Viristein to call for global assistance in containing and assessing the pandemic. With the Sovereignty quickly moving in to investigate with almost a full legion, it appears, the attention this event has drawn will be immense. Reports further indicate that the East Wind Insurgency, one of but a few rebel movements within the Sovereignty, is also moving towards Tyrail, but the reasons are uncertain, and it would not be wholly incorrect to assume that they are, perhaps, related to or are the instigators of these disasters.

Rules & Limits:

Though the Sovereignty is taking a great interest in these outbreaks, other nations are urged not to send in an entire division to the cause. The Sovereignty's legion will be spread out, and their spec-ops will be mostly what is featured in the city limits anyway, so others should take note of this. You are free to send in a fairly healthy amount of troops and equipment, though air and tank support is limited due to this still being a civilian-populated area. It would not be a good idea to be the cause of large amounts of civilian casualties, as evacuating them is the second objective.

So, with that in mind, here's what you should send:

Any characters are welcome.
Infantry platoons are what you should focus on, this being an urban combat area, tanks aren't exactly the best choice, and air support is limited to helicopters and VTOLs.
A significant armed force is not permitted within city limits due to the biohazard of Tiberium, and to limit civilian casualties in case of any armed conflict.
One can commit a larger force as reinforcements or to fortify the blockade around the city.

So essentially, be sensible. Tech is mostly irrelevant, given that we'll be Roleplaying this out, so any nation is encouraged to participate if they feel like it.
This arc will reward players, as soon as the development system is in place. So bear that in mind as well. (More points, more tech and econ and such. Yay!)
