Reg C-008:
You are limited in the total number of ships you have available to field in war, which is based on the number of planets in your possession. (Infinite rebuild is allowed.) The equation for figuring this out is 16K ships per planet.
---Addendum C-008-01:
--If you lack any territory at all, you are stuck at 16K ships without infinite rebuild unless you possess a station or something that builds stuff. If you do, then you do get infinite rebuild.
