Due to the vast distances and energy requirements to travel between galaxies, only high-powered gates or the stable, rare wormhole are viable means. Even then, due to potential instability and the energy requirements, only a limited number of ships, depending on size and availability, are capable of doing so.
This is to prevent galaxy-scale invasion fleets and a means to obtain extragalactic territory, which is specifically forbidden. The only exceptions occur for storyline-specific purposes.
