Well, what is the nature of the Elf's Mental Illness? Is it alcoholism? Schizophrenia? Sadism? Because If it's the latter, I think the elf might win. Also, are we talking Tiny Elf or Lord of the Rings Elf? On the other hand, the Dwarf might just be immune to being drunk, and might be as industrious as ever. I'm going with Elf because Legolas could totally kick Gimli's Rear End.
